For the third assignment, choose a specific government agency in the United States which you think is facing an ethical problem within their organization. Consider this as an Op-Ed (Opinionated Editorial) to be submitted to the national press or local media in the town where the agency is located. For the purpose of this assignment, presume that your place in a college-level ethics class at a world-class institution like U of A earns you enough respect and expertise to be published. This is your chance to compel the public that there is an ethical problem and what can be done about it. To maximize the impact of your message (and your graded score for this paper), be sure to include the following:

Identify the full name of the agency, where they are located, and what their mission is. (20 points)
Describe the ethical problem at that agency by explaining the circumstances and what values are being violated. (15 points)
Identify the ethical system(s) that you are depending on to make a moral judgement on this issue and how your reasoning is an example of that system. Define ethical terms for the reader who may not be familiar with ethics. (15 points)
Provide three ways scholars use to investigate ethical problems in organizational culture that you think should be employed to dig into the problem you identified. (15 points)
Propose three methods that could be used to improve the ethical problem identified in point 2 above and whether they are internal controls or external controls. Explain to your reader what the difference is between the two and why you think this might help the organizational structure promote ethical behavior. (15 points)
