Problem Statement
Health inequality in the United States has affected the distribution of quality health care among the minority communities. About 75% of the US population, including people with low income, disabilities, very young and older adults, people in specific geographic regions, experience health inequality (Chotiner, 2020). Researchers do not know the whether the current health care policies adopted by the state of California have continued to widen the gap of equitable and equal health care services, quality and administration among the minority community in state. Thus, this study tries to figure out why health inequality has become rampant in state of California by examining whether the current public policies are effective in establishing equal and equitable health care or have continued to widen health disparity, especially among the minority group(s) who are the most affect. None of the literature have examined the efficiency and effectiveness of the current public policies in addressing health disparity in the state of California. Instead, most scholars have only focused on effect of poor health coverage on minority groups, ignoring the effect of poor and inefficient public policies in address health equality, and its effect on minority communities. Therefore, this study will try to fill this gap by researching and investigating on the public polices in the state of California, and the current widening health disparity faced by the minority community.
