The purpose of this paper is so that you can expand your written expression with a clear policy goal in mind. This is not a scholarly research paper, so please do not say: “this researcher says this….”. No direct quotes please, just explain clearly what you mean. It is much stronger & more convincing for advocacy. Remember that you are “translating” what you know from medical/nursing research & practice into understandable “bytes” for policymakers & stakeholders.

Stick to a strict structure, & follow your outline carefully, so that you do not waste time & effort on vague generalized statements, extraneous opinions, & emotional declarations. Do not get carried away into tangential things while writing the text. Be logical, clear, & purposeful for policymakers – otherwise they will stop listening to you & turn to more urgent problems, while other lobbyists clamor for their own issues. Keep your focus upon solving NYC public health problems & issues. You can use NYS legislation & NYC regulations & programs for background, instead of expanding to the entire US. Focus is important in a short policy brief like this.

Tone: This paper is not the same kind of paper in which you are expected to simply express yourself, as in previous & many undergrad courses. It is also not a flashy newspaper item in which you have to sound like the coolest social media cat. This paper must have a solid medical professional/public health understanding, used to inform policymakers of an urgent problem, the insufficient ways it was partially dealt with through legislation, regulations, & policies in the past – but failed. Most importantly, you have a fresh policy plan to solve it!

For the Final paper (second half), please discuss & reference the actual legislation of relevant policy info, now that you have a better understanding of how the US health care system & governmental policymaking works, at that stage in this course.
