Assessment Summary:
The Joint & SOF Organizational Leadership Capstone Assessment is an assignment
that fuses of all the objectives and outcomes from the Joint/SOF Organizational
Leadership Course. Mission Command is one of the most important attributes of the
JSOFSEA Key Concept and for effective leadership. USSOCOM performed a
Comprehensive Review (CR) on our Culture and Ethics due to multiple discipline
issues. These issues have placed the hard-earned trust of our leaders and the
American people in jeopardy. The goal of the CR was not to place blame, but to “make
us better”.
The purpose of this assignment is to “make your organization better”. Each student
must demonstrate the ability to provide clear and concise military advice to his or her
leadership and/or officer counterpart in written form.
Instructions:
 Read the following documents: Comprehensive Review – Letter to the Force (28
January, 2020), and the USSOCOM Comprehensive Review report (23 January,
2020)
o Each student must have a solid understanding of the documents and the
commander’s intent to ensure the success of Mission Command

 Joint & SOF Organizational Leadership Capstone Paper
o Format: Written in a format of your choosing (analysis paper, white paper,
etc…) that reflects a 3-part written communication structure (Introduction,
Body, Conclusion)
o Addresses the following elements:
 An analysis of your current organization
 Clearly and comprehensively capture the Operational
Environment
o Current environment, desired future state
o What do you assess as strengths, weaknesses, and
potential blind spots in your organizational and
community culture?

 Identify a problem based upon one of the CR’s five key
areas of Force Employment, Force Accountability, Leader
Development, Force Structure, Assessment and Selection
o Identified within each key area is a finding and
suggested recommendations
 Are any of these findings and
recommendations relevant to your
organization?

 If so, provide an example from your
organization
 If not, identify another area for
improvement

 What are the challenges/opportunities of this
problem that causes friction towards achieving
the desired future state

 Advice to leadership on the recommended operational
approach that addresses the problem
o Operational Approach will include the following:
 Actions of the approach that addresses the
finding/recommended actions identified by the
problem statement
 Communication plan to ensure clear
understanding of commander’s intent to
leadership, and to subordinate SNCO/NCO
supervisors (up/down the chain of command)
 Implementation plan to guide subordinates’
roles and responsibilities in the actions of the
approach
 Assessment and management of the actions to
ensure the organization is “doing the right
things” to achieve the effect of the approach

o Paper structure:
 APA format (double spaced, 12-point font in Times New Roman,
etc…)
 1250-1500 words
 Title Page
 Abstract (150-200 words)
 APA formatted references, with matching in-text citations for each
reference
