Public policy can be defined as the guidelines created by federal or state governments aimed at achieving goals for their citizens such as health care accessibility or job security protections. These policies are implemented through legislative action including bills, acts of Congress and executive orders which provide guidance for how the respective governments should act on an issue. For example President Obama signed off on the Affordable Care Act in 2010 to help ensure Americans had access to quality affordable healthcare despite their incomes levels; this was part of his economic stimulus package aiming at creating jobs while increasing global competitiveness (Domhoff).
