Lieutenant Brown Gets Promoted Lieutenant Sylvia Brown had spent most of her 17 year career in administrative positions. Her annual evaluations were mostly in the above satisfactory range, except for her rookie year in which she was rated in the satisfactory range. Most of Browns experience prior to being promoted to lieutenant was in the Human Resources Bureau of the Metropolitan Police Department. A little over a month ago, Brown was promoted to the rank of lieutenant, and was assigned to command the afternoon shift platoon at the Airport District. This was new and unfamiliar territory for her. Up until now, Brown had never commanded a front-line operational unit such as the Airport District afternoon platoon. Brown did not want to let anyone know, but she felt very uncomfortable leading an operational unit. Up until now, Browns forte had always been in the administrative realm. This new position was going to be very different for her. Lieutenant Browns immediate supervisor, James Watts was the captain and executive officer (second in command) of the Airport District. Captain Watts had recently been through a protracted sexual harassment complaint filed by another female employee directly under his command. Although insufficient cause was found in that case that Captain Watts had acted improperly, his reputation had been somewhat tarnished by the complaint. Moreover, Captain Watts had become increasingly wary of directly supervising female employees. He did not want to have to go through another internal investigation like the last one. Watts became even more wary when he found out that Sylvia Brown had been promoted to the rank of lieutenant and had been assigned to his district. He had met Brown on several occasions during committee meetings over the years, but had never worked with her directly. Now both Captain Watts and Lieutenant Brown would have to work alongside each other. Each one has their own reservations about their future relationship and of the job ahead.
