The documents in this module represent some of the growing criticism against both the advertising industry and consumer product manufacturers in the late 1920s. Consumer advocates argued that both groups (agencies and their clients) willingly and knowingly sold dangerous or hazardous products to consumers. In other words, their greed trumped any considerations they may have had for public safety.
Considering the documents here as well as your own opinions on responsibility, answer one of the following questions:
Who’s at fault here? Is it the manufacturers of Lash Lure for creating a hazardous product? Or is it the fault of the advertising agency for selling a hazardous product?

Does an advertising agency have any responsibility to verify the product claims (safety, etc.) made by their clients before they agree to develop their advertising? Why? Why Not?
