The research will achieve its goals by examining the present system of primary and
secondary education and levels of academic performance in the subject of English. Initiatives
taken by the Malaysian government will be mentioned. In addition, the research will take into
account international surveys and schooling in other countries. The statistics will be collated
through surveys and recent published data. Data analysis of the results in the form of diagrams
and the theories behind them will be given

Library research of relevant articles and books published in the last ten years will be
examined and relevant extracts that support the thesis taken.1.2.3 Issues or problems related to the subject
The process of starting the research will throw up issues and areas that need further
investigation. These will be noted and taken further.
1.3 Problem Statement

The issues and problems that were uncovered in the research background will be
summarized again.
The main problem of English language learning disparity at school level in the northeastern States of Kelantan, Terengganu and Pahang compared to the rest of Malaysia.
1.3.2 Urgent solutions and research
Are the policymaking goals being achieved? This will be examined and solutions
considered.
1.4 Aims of the Study
My aims in this project are to first examine the disparity of English language ability in
Malaysian States. I will investigate the present education policy – how it has been carried out
in school settings at a national level and the problems that have emerged. Focusing on the
north-eastern states my findings should help iso-late the factors causing the disparity and
identify solutions and implications for future policymaking.1.5 Research Objectives
In order to achieve the aims I intend to
1. To document my findings as to the levels of English language disparity in the
Malaysian States.
2. To isolate the results of the north-eastern States of Kelantan, Terengganu and Pahang.
(Considering later focus on Terengganu only, and will at one point go and work at
schools there for on the ground experience as a qualified English Teacher myself).
3. To recommend required policy alternatives and strategies with high level of
applicability.

1. Is there a relationship between English proficiency and geographical area?
2. Is there a relationship between education policy and English proficiency?
3. Is there a relationship between local policies and examination results?
4. Is there a relationship between teaching methodology and English proficiency?
5. Is there a relationship between social-economic factors and English proficiency?
6. Is there a relationship between cultural factors and English proficiency?
7. Does implementing policy change improve exam results among the geo-graphical
areas of Malaysia?
The above research questions can serve as a preliminary guide for my research design and
data collection.
