The definition, theory, causes, impact of hate crimes – why they occur, where, when etc. Identify some hypotheses from the literature (i.e Defending Neighbourhoods idea that hate crimes occur in the initial period of arrival of new migrants into an area, that majorities use hate crimes to repress and marginalise minorities, that most hate crimes are impulsive rather than the actions of organised far right groups. What does the literature tell us about the connections between hate crimes, vilification of minorities etc and larger scale extremist violence?
The importance of collecting this data in New Zealand. Some reference to other organisations not collecting it. The importance (or otherwise) of having separate hate crimes legislation (as opposed to treating it as an aggravating factor in sentencing) and how it has been treated overseas.
The prevalence and patterns of hate crimes before 2012 (ie from the HRC report I sent you).
What patterns can be identified from our dataset, ie in terms of the numbers, do numbers vary over time, where they occur, who are the most common victims and perpetrators, any common rhetoric reported, are they mostly verbal, physical or damage to property etc. If you are so inclined make pie charts, tables etc which illustrate these breakdowns. What impact did the Chch attacks have on hate crimes? Do hate crimes correlate with other events such as election campaigns (ie ‘Chinese sounding names’ and house prices and other political rhetoric, Covid-19 etc?
How does New Zealand compare to other similar countries?
Can the data tell us anything about the risk of extremist violence in New Zealand? How might we assess if there is some connection?
