Write a policy advocacy memo to a stakeholder group urging the group to put a problem on their policy agenda and advocate for it.select a powerful membership group whose support and help would be needed to get your issue onto the (most appropriate) public agenda: federal, state or local government. Stakeholder groups must be able to see your issue as important to their interests and consistent with their values. Thus, you must demonstrate cultural competency in your appeal. For example, if addressing a group advocating for people with disabilities, use “people first” language. Know what words not to use to avoid offending racial, ethnic, gender or other sensibilities. Demonstrate that you understand the group’s values and sensitivities. Show how your proposal will benefit the group’s members. Your choice could be a group such as the AMA, AFL-CIO or SEIU, the Sierra Club, NAACP, La Rasa, NCAI, other advocacy group, one of the national or state political parties, the mayor of a city, a child advocacy group, the League of Women Voters, the California Air Resources Board, a water board, a parent-teachers’ organization, the National Association of Medicaid Directors, the National Trial Lawyers’ Association, the American Hospital Association, your US or State Senator, etc. Make sure your topic is relevant to your choice of group.
In your policy advocacy memo, make the case that this problem is severely adversely affecting a significant subpopulation or the general population and that the stakeholder group has a stake in seeing it addressed. Describe current policies related to your issue. Suggest how policy should change (though you do not need to offer a specific solution option in this memo). Emphasize the problem and need for resolution. List the ways the problem is hurting people in access, cost, quality, health status, wellness, well-being, privacy or other burdens, or other ways. Talk about the consequences. Make the case that this problem deserves to be on the stakeholder group’s agenda, taking account of their political ideology, values, members’ characteristics to the extent necessary, track record of issues supported by the group, its unique resources and constraints. If you have brief anecdotes to make your case, use them. Be sure you demonstrate your appreciation for cultural awareness and value sensitivities. Tailor your arguments to your stakeholder group, but keep in mind, that in a real coalition-building effort, you would have to make your case to multiple groups with alternative perspectives, so don’t ignore contrary perspectives in making your case.
