SOCIAL and BEHAVIORAL     CHANGE COMMUNICATION

Brief    #1 is    for    the    MoH    sub-department    that    would    oversee    any SBCC (SOCIAL and BEHAVIORAL     CHANGE COMMUNICATION)
interventions on    your    topic (e.g.    a    maternal    mortality    interventions    may    be under
the    purview    of    the    MoH    Dep’t    of    Maternal    Health).    Decision    makers    at    this    level
typically    convene, and    coordinate, regional,    district    and    national    level    stakeholders
(e.g.    government    offices,    NGO,    FBOs,    etc.)    As    a    reminder,    these    higher-level
stakeholders    would    not    directly    be    involved    with any    implementation but    they    are
important    to    the    stewardship    of    the    program.
The    MoH    has    technical    knowledge    and    an    in-depth    understanding    of    the    health    issue
so    they    do    not    need    detailed    background    of    the    problem or    why    the    behavior    change
is    important.    They    are    most    interested    in:
• What    is    the    “know    do    gap”?
• Higher    level    overview    of    the    intervention(s)
• Top-line    summary    of    evaluation    results (The    emphasis    in    this    section    is    on    the    actual    study    results    and    not    the    study    design.    Briefly
state    the    study    design    in    one    sentence    or    less.)  and    limitations    of    each study (Limitations    should    be    brief.    Present    only    the    most    important    limitation)
• Bottom    line    conclusions    (what    does    it    all    mean    for    the    MoH    and    the    health
system    in    general? make    your    conclusions    specific)
• Recommendations    and    implications    (be    sure    these    are    based    in    the    results
and    specific    to    this    stakeholder!)
• Brief    summary    of    stakeholder    table
• The    stakeholder    table    for    #1    should    outline    broad    types of    stakeholders    (e.g.
local    NGO,    national    NGO,    etc.)    and    their    roles    in    the types    of    interventions
discussed    in    your    brief. (Remember    that    the    end    user    of    your    brief    (MoH    or    any    other    stakeholder)    is    considering
implementing    one    or    more    of    the    interventions    you    put    forth    in    your    brief,    and    as    such    they
want    to    know    who    should    be    involved    if    they    adopt    an    intervention.)
