1. You have been selected as the director of a government department. What do you need to know about your new department’s finances?
2. Why is cash flow important to government entities? How does an administrator plan for cash flow? What tools are available for this purpose?
3. What is financial condition and how is it determined? How should financial condition be monitored? Does your state monitor the financial condition of local governments? If yes, how is this done?
4. You are a budget analysist in a state where actual revenues will not meet budget estimates. You have been directed to prepare a budget reduction plan to meet 2%, 5% and 10% shortages. You are three months into the budget year. Prepare a report outlining your plan for each level of reductions.
When preparing your answers you should:
A. Clearly identify which question you are answering in your title page.
B. Introduce your response with a 50-75 word summary of your main points.
C. Prepare an answer of 500 -750 words in paragraph form.
D. The use of references is welcomed but not required. If references are utilized, citations should be presented in APA style.
E. Begin each of your four responses with a separate title page.

b. Case Studies in Public Budgeting and Financial Management edited by Aman Kahn and W. Bartley Hildreth, second edition (2003)
c. A Public Official’s Guide to Financial Literacy, four volumes, available on-line from Governing magazine
