MANAGING THE INTELLIGENCE FUNCTION

Welcome to your new job in the DHS Office of Intelligence and Analysis.  We hope you have comfortably settled into the work and environment.  Leadership expects you to be a star player on the team and looks forward to your contribution to homeland security.
We hate to do this to you as you’re settling into new job but we have a problem. The House Homeland Security Committee just published a review of our management of the Homeland Security Intelligence Enterprise with many recommendations for change. By and large, the HSIC leadership is supportive of these changes.  There is however the question of how they should be implemented, and of course, at what cost?  That can wait. For now, Congressional Liaison Staff is asking for a briefing on the mission and functions of DHS in managing the DHS Intelligence Enterprise.  DHS leadership will use this briefing (along with others) to explain to Members of Congress our progress to date.  At a minimum your briefing should include the following points:
Roles and mission of DHS Office I&A
Responsibilities of the DHS HSIC
How DHS ensures coordination from state and local levels through the federal US IC
The slide presentation must be in bullet format and no more than five pages (excluding cover page). Any additional slides will be dropped! Include speaking notes on a separate sheet. You may submit your briefing in word processing, slides, or pdf format.

PART II ON (NOT TO BE INCLUDED AS PART OF THE POWER POINT PRESENTATION)
Part 1: Explain the role and effectiveness of the DHS in managing the Homeland Security Intelligence Enterprise.
Part 2. Does the structure of IC program management, DHS HSIE management work in providing effective homeland security intelligence to the full range of homeland security intelligence customers? Are we now safer than prior to 9/11?
