What is CODIS?
• Combined DNA Index System
• Created by the FBI to allow local, state and federal labs
to share DNA profiles through a searchable database
• In Alabama it contains DNA profiles from individuals
who provided a sample in accordance with Code of
Alabama 1975 § 36-18-20
• Also has unknown forensic profiles, missing persons,
suspects & staff profiles.

Legal Basis for Database
• Virginia was first to pass a database law, in 1989
• DNA Identification Act of 1994
o Established authority for federal database
o Created DNA Advisory Board
• Quality Assurance Standards
• Alabama’s initial law was passed in May of 1994
o Authorized collection for all Felony convictions
o Law expanded in Oct. 2010 to include Felony arrestees (with consent)
o In 2015 arrestee consent requirement removed
