Kaufman Report Background
Mr. Kaufman is a former judge from the Quebec Court of Appeal. He was asked by the Government
of Ontario to conduct an inquiry into the police investigation and wrongful conviction of Guy Paul
Morin.
Morin was accused and convicted of murdering Christine Jessop. Jessop was a nine-year old girl
who was murdered on October 3, 1984, in a small town not far from Toronto, Ontario.
Guy Paul Morin underwent a series of trials and was convicted twice for the murder of Christine
Jessop. It was not until a DNA analysis was performed on a hair sample, found at the crime scene,
that Morin was released from custody and the conviction was overturned. The DNA analysis proved
that the hair did not belong to him.
The purpose of Kaufman’s inquiry was to determine how this could have happened. How did the
wrongful conviction occur?
Kaufman’s report suggested several hundred recommendations. We are just going to look at a few
dealing with the police. He did make comments regarding the judicial system and the Centre of
Forensic Science but for the purpose of this course we will focus on the recommendations specific to
policing.
